From Warning to Action: Ensuring inclusive and sustainable Early Warning.
At World Water Week 2025, TAHMO’s CEO, Dr. Frank Annor, highlighted the critical role of maintaining Flood Early Warning Systems (FEWS) to ensure they are inclusive, sustainable, and future-proof.
Dr. Frank Annor joined other global experts from WMO, Water Resources Commission, Ghana, Netherlands Red Cross, HKV, and Deltares to discuss how innovation, governance, and community engagement can strengthen flood resilience and save lives worldwide.
He shared key insights on making systems inclusive, sustainable, and future-proof: By building systems based on existing local human and financial resources rather than high-cost “ideal” solutions. A “Toyota” can sometimes outperform a “Mercedes” in sustainability.
Modular and adaptable systems for multiple data sources and processes to ensure early warnings continue uninterrupted, even with limited resources.
Communication at the last mile to ensure messages reach communities in local dialects and relatable formats, maintaining effectiveness after project timelines.
Having practical solutions to reduce reliance on hard-to-replace equipment, embed annual plans into institutional routines, and use non-technical alternatives where possible.
Dr. Frank Annor’s presentation emphasised that maintenance, local adaptation, and community engagement are equally important as technology in building resilient flood warning systems.
