From Pilot to National Product: How Ghana's Germination Index Insurance Reached 16 Insurers

By restructuring from direct insurer to technical product provider, the Ghana Agricultural Insurance Pool turned a single pilot into a nationally distributed climate insurance product now sold by 16 certified Ghanaian insurance companies.

Most agricultural insurance pilots in Africa face the same structural ceiling: the organisation that built the product is also the only one selling it, which limits how far it can scale regardless of how well it performs. TEMBO Africa’s Germination Index Insurance, developed with the Ghana Agricultural Insurance Pool (GAIP), broke through that ceiling by changing what GAIP’s role actually is

FROM ISSUER TO TECHNICAL PROVIDER

GAIP initially functioned as the direct issuer of the Germination Index Insurance (GII) product; designing it, underwriting it, and selling it to farmers directly. During the 2025 reporting period, GAIP restructured its role, repositioning itself as a technical product provider: an organisation that develops and licenses the insurance product methodology to other licensed insurers, rather than selling policies itself.

This single structural change unlocked national distribution. Today, 16 certified insurance companies in Ghana are approved to sell GAIP’s Germination Index Insurance product, including major players such as SIC Insurance, Enterprise Insurance, Hollard Insurance Ghana, Star Assurance, and Vanguard Assurance, among others.

HOW THE PRODUCT WORKS

The Germination Index Insurance is a parametric insurance product: payouts are triggered automatically by rainfall data, rather than through a manual claims assessment process. Specifically, if cumulative rainfall in the first 21 days following a farmer’s planting date falls below a defined threshold insufficient for seeds to germinate, a payout is successfully triggered.

Rainfall data for the index comes from two sources: TAMSAT satellite-derived rainfall estimates and TAHMO’s network of automatic weather stations across Ghana. Farmers enrol digitally through the MERGDATA mobile application, removing the paperwork barrier that has historically limited agricultural insurance uptake in rural areas.

In the 2025 pilot, conducted across 29 communities in Northern Ghana with 2,001 farmers sensitised and 160 enrolled in the live product, the rainfall index showed over 95% correlation with actual germination outcomes observed directly in farmers’ fields. No payouts were triggered during the pilot period; rainfall was sufficient, which also served to validate that the model does not over-trigger and pay out unnecessarily.

WHAT COMES NEXT

For the 2026 planting season, GAIP is producing radio jingles in at least five local languages to build awareness of the product ahead of the planting window recognising that many farmers in target communities are reached more effectively through radio than digital channels. Geographic expansion is planned into the Upper East Region, Bono, and Oti.

Internationally, fintech partner FACS is preparing pilots of the same model in Rwanda, Kenya, and Zambia, while fine-scale rainfall detection using Sentinel-1 satellite data developed elsewhere within TEMBO Africa is being integrated to enable field-level payout triggers rather than relying solely on the nearest weather station.

WHY IT MATTERS

A single structural decision separating product development from product distribution turned a localised pilot into a nationally scalable insurance offering. This model demonstrates a replicable pathway for climate data products developed within research projects to reach commercial scale through existing market intermediaries, rather than requiring the original developer to become a full-scale insurer itself.
